The Referring, Ordering, Prescribing, and Attending (ROPA) Provider Enrollment Application is now available in the Online Enrollment Wizard. The Florida Medicaid ROPA enrollment online application features a fully-automated process through which ROPA providers, licensed by the Florida Department of Health, can enroll with Florida Medicaid in order to meet the federal enrollment requirements described in Title 42, Code of Federal Regulations, Section 455.410(b).
The ROPA enrollment may be used by providers who order or refer patients for Medicaid services, prescribe prescription drugs to Medicaid recipients, or serve as the attending practitioner in institutional settings for Medicaid recipients. Providers who also bill claims to Medicaid or a Medicaid health plan and/or are identified as the rendering practitioner on claims submitted to Medicaid or a Medicaid health plan should not enroll as a ROPA provider and instead complete the online application for the applicable enrollment. Providers currently enrolled do not require an additional ROPA enrollment.

Which provider types are eligible to enroll as a ROPA provider?
The following is a list of provider types that can enroll with Florida Medicaid as a ROPA provider.

What information is required before starting a ROPA application?
A ROPA provider enrollment application requires a valid Florida professional license, a telephone number and email address. It is strongly recommended that a provider verify the accuracy of their information on file with the following entities, and complete the necessary updates, if needed, before starting the application:
- National Plan and Provider Enumeration System (NPPES) NPI Registry
- Provider Enrollment Chain and Ownership System (PECOS)
- Care Provider Background Screening Clearinghouse
- Florida Department of Health, Medical Quality Assurance License Database
How do I complete the ROPA application?

How soon after completing the ROPA application will I be enrolled?
Complete information must be provided at the time of application. You must also have a criminal history background screening, completed within the last 5 years with an eligible status, on file with the Care Provider Background Screening Clearinghouse. If you are missing information or the background screening, your application will be placed on hold until it is complete for up to 90 days. After all information is received and validated, your enrollment will be automatically processed, and you will receive a welcome letter with your Medicaid ID number.
